Town of Amherst High Angle Rescue Team
Standard Operating Procedures
General
- The Town of Amherst High Angle Rescue Team maintains the right, at any time, not to deploy if they feel that a particular operation will pose an unusually high risk to their members. This may be due to a temporary condition, such as weather condition or low turnout of trained personnel, or a more permanent condition. (Rescue scenario exceeds teams level of training and/or equipment.)
- Body recovery may be attempted by the team under the above conditions. Body recovery will be viewed as a chance for realistic training and will not be undertaken unless the level of risk is equivalent to a planned training session.
- While based in Amherst, the Amherst High Angle Rescue Team maintains the right to respond to any municipality requesting their assistance. Training sessions may also be conducted outside of the Town of Amherst, but within a reasonable distance. Training in different locations will allow the team to pre-plan hazards in their response area and increase the diversity of the team’s training portfolio.
Membership
Fire Department
- Fire Department eligibility to participate in the Town of Amherst High Angle Rescue Team (hereafter termed H.A.R.T.) will be open to all fire departments with jurisdiction in the Town of Amherst
- Participating fire departments must agree to support their representatives by providing financial and administrative support. This includes, but is not limited to, provision of PPE, equipment, apparatus, training monies, and insurance paperwork, etc.
Personnel
- Firefighters wishing to participate in the H.A.R.T. must pass an OSHA-approved physical (provided by their home fire company) and meet the requirements of a red-tag firefighter. The firefighter must pass this physical annually to remain a member and documentation must be provided to the HART leadership.
- Participating firefighters must remain in good standing with their home departments. Any suspensions, restrictions, etc. enforced by the home fire department will also be in effect at the HART.
- All HART participants will have, at the minimum, NYS Certified First Responder, and must meet their home fire company’s requirements to be an interior firefighter. As a general rule, firefighter should have a minimum of three years experience in the fire service. Exceptions to this requirement may be made on a case by case basis but, under no circumstances will a firefighter who is still on probation at his host company be accepted into membership in the HART.
- Any member of an Amherst Fire Company wishing to join the HART must submit a letter from the Chief of their respective Fire Department indicating that the applicant has permission to participate in the HART and is fully covered for insurance purposes. A membership application may also be required to be submitted.
- Upon joining the HART, a team member has one year to complete a NYS Rescue Technician- Basic course. Equivalent courses may be substituted upon approval of HART leadership.
Dispatch and Response
- All HART members will submit their digital pager numbers and a list will be maintained by the Amherst Fire Control. This list will be maintained to alert members for an emergency response or pass training and other information along to all members.
- All members will be alerted by digital pager for emergency incidents. This will be the only method used to alert members.
- Responding members of the HART should respond to their respective halls and pick up their assigned apparatus.
- A dedicated Twin City Ambulance will be dispatched with the HART to provide care for the victim(s). In addition, this ambulance will be available for any potential injuries incurred for the rescuers. Additional ambulance units may be ordered at any time.
- Due to the locations of the equipment cache and their locations within their primary response area, Getzville Fire Company will respond with their heavy rescue, Snyder Fire Department will respond with their Heavy Rescue, and Eggertsville Hose Company will respond with their aerial apparatus. Other participating fire departments will have their HART members respond in a light rescue, pickup truck, or ambulance.
- Only HART members shall respond to potential high angle rescue incidents. The general membership and/or officers of any particular fire company are not to respond. If additional resources are necessary, they will be requested by the command staff at the incident.
- The following is the only exception to the above: A list of ancillary members shall be made and maintained by the Fire Alarm Office. These ancillary members will undertake some basic training and receive their membership status due to some skill or position that may be required at a high angle incident. (Examples: drivers for specialty apparatus) These ancillary members will assist with functions such as lighting, fire police, hauling, and running equipment as well as vehicle operation.
Team Organization
Job Descriptions
Technical Rescue Officer (TRO)- the commander for the high angle operations at an incident. Due to his/her expertise, he/she will have responsibility for all operation of the HART. A Fire Chief may have ultimate responsibility for an incident, but will not intervene in the operations of the HART. All high angle rescue incidents require this position to be filled
Safety Officer- A Safety Officer will be appointed for each incident and/or training exercise. He/she will have the same qualifications as the TRO and has the ability to stop any and all operations, if necessary, until an unsafe condition can be corrected. Each incident may have a safety officer, but, a member of the HART must function as safety officer strictly for high angle operations.
Edgeman- appointed by the TRO to co-ordinate rescue operations at different levels. The Edgeman is the only team member that should be giving raising/halt/lower commands.
Medic-A rescuer who is qualified to provide patient assessment, packaging, and treatment. He/she is also qualified to rappel and to set up rigging systems.
Rigger- A member of the team who is responsible for carrying out the orders of the TRO. They are the hands-on people who build and operate high angle rope rescue systems.
Trainee- A newer member of the HART who is participating in training evolutions under the supervision of a senior member of the team. These team members may not participate in actual incidents except as members of a hauling team or as equipment runners.
Ancillary members- As stated previously, an ancillary member is an individual who has received some minimal training, but is primarily participating due to some other skill necessary to the success of the team ( i.e. ladder truck operator) The intent of this job description is to supplement the staffing of the team and keep the most skilled individuals available for rope rescue operations.
Administrative Functions
A member from the HART shall be selected from the team’s membership to perform each of the following administrative functions. Appointment to any of these positions has no bearing on an individuals’ function or position at an emergency scene.
President- Coordinates efforts of officers listed below. Responsible for creating and maintaining records, admission of new members, insurance/legal/compliance issues. Also responsible for all equipment and membership issues.
Public Information Officer- Responsible for “marketing” the team and for communications with team members and departments. Notifies and updates Amherst Fire Control, member Fire Departments and neighboring municipalities. Works with members of the press to build community relations. Promotional items such as team T-shirts and other items may fall within this category.
Training- responsible for the content and coordination of training exercises. This individual is not necessarily the instructor for each drill, but sets up an instructor and the type of evolution, training facilities, etc. This individual also is responsible for notifying members of changes from standard drill dates, times, and locations.
Training
- New applicants may observe but may not participate in training evolutions until a letter of permission from their Chief has been received.
- Training evolutions, as a general rule, will be conducted on the following schedule: 1900 hrs on the first Tuesday of the month and 0900 hrs on the third Saturday of the month. In order to capitalize on certain training opportunities, this schedule may be altered. Members shall be given as much advance notice as possible to accommodate this schedule change.
- Drills shall be instructed by members of the team qualified to function as TROs at an incident or by an outside instructor with equivalent experience and training. If an instructor with this level of qualification is not available, drill will be cancelled or postponed.
- Due to the mastery level of skills necessary to safely conduct high angle operations, members must participate in team training exercises regularly. A member may be suspended from responding to calls if he/she frequently misses drills. This suspended member should receive a warning prior to the suspension. If he/she still continues to miss training sessions, he/she should be suspended until his/her skill levels can be re-tested.
- Written records of all training exercises shall be kept. The training record shall include: attendance, hours of training and the topic of the training evolution.
Safety
1. All team members must wear PPE as prescribed elsewhere in this document. In addition, personal clothing will be suitable for the environment.
2. All rope rescue systems created will pass the “whistle test” and will stop and hold a load if a rescuer loses his/her grip
3. All members who are working near an edge will be appropriately tethered. Members who go “over the edge” will be attached to a belay system.
4. A safety officer will be appointed for each incident and will have the ability to stop any incident.
